The Coronavirus Aid, Relief and Economic Security (CARES) Act The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress with overwhelming, bipartisan support and signed into law by President Trump on March 27th, 2020. The ICDBG CARES Assistance Program (ICAP) assists eligible participants affected by the COVID-19 pandemic. Funds must be used to provide assistance to prepare, prevent, and respond to COVID-19 exposure.
